The Organization of American States runs on the consent of thirty-five member countries and on a tangle of legacy applications that grew organically over decades. The mandate was to move the whole stack — apps, identity, collaboration, data — onto a single Microsoft cloud architecture, without breaking the diplomatic work happening on top of it.
I led the Applications and Platform Development section through a portfolio assessment of 120+ apps using a TIME and 5R lens, rebuilt the priority five on Power Platform and Dynamics 365, and shipped a SharePoint-based intranet that lifted engagement from 41% to 77% in ninety days. Along the way, I prototyped OAS Assist — a RAG assistant on Azure OpenAI and LangChain — to show what an AI-native multilateral could feel like.
