Evaluated 120+ proposals for the $1B modernization fund.
The Technology Modernization Fund is a Presidential initiative that operates somewhere between a venture fund and a federal appropriations vehicle. I helped scale it from $350M to $1B during the American Rescue Plan rollout — building the diligence machinery that decides which agencies get capital to retire their oldest, most fragile systems.
Across three years I evaluated 120+ project proposals, supported $400M+ in awarded investments across High Value Assets, Zero Trust cybersecurity, and citizen experience, and authored the spend plans, transfer models, and Congressional letters that kept the fund accountable. I also served the TMF Board through the execution phase and stepped in as Interim Executive Director during the presidential transition.
